AT1482 Supported Accommodation 16 & 17, 18-25 Years in Luton
Luton Council is commissioning supported accommodation services for looked-after children and care leavers aged 16 and 17, and for care leavers aged 18 to 25, enabling them to live semi-independently and prepare for adult life in safe, homely and nurturing environments. The buyer is a local authority responsible for public services in Luton, with separate lots reflecting accommodation categories for younger residents and care leavers aged 18 and over. Providers will be expected to supply active accommodation, provide appropriate support and receive referrals from the start of the contract, while demonstrating value for money; this procurement excludes domiciliary care and adult supported living services. The estimated contract value is £18 million, although the contract duration is not stated, and accommodation must be located within 30 miles of Luton Town Hall in the United Kingdom. The critical eligibility requirement is Ofsted registration for any provider delivering accommodation and care to 16- and 17-year-olds, as required by the Supported Accommodation (England) Regulations 2023.

From the official notice
To provide services for young people, who are care leavers, using supported accommodation in provider accommodation. Luton Borough Council wish to commission Ofsted registered Supported Accommodation Services for young people aged 16 & 17 and non-registered services for 18-25 years (it is not a requirement for Ofsted registration for the 18-25 years). Supported accommodation is intended to provide high quality accommodation with support to enable young people to live semi independently, develop skills and prepare for adult life while keeping them in a safe, homely and nurturing environment. This new ‘Light Touch Open Framework’ will incorporate the new requirements for Ofsted registration (16 & 17 years only) and new quality standards, termination clause and the Inspection Framework that was introduced in 2023/2024. There will be 3 lots for 16 & 17 years, and 2 lots for 18+ care leavers across a variety of accommodation and support.
