BLC0307 - National Framework for Police Initial Entry Routes, Accreditation and Apprenticeships
BlueLight Commercial Limited, a public-sector procurement organisation serving policing, is establishing a national multi-supplier framework for police initial-entry education and related apprenticeship services. The scope includes delivery of the Police Constable Degree Apprenticeship for police forces in England and Wales, the Degree Holder Entry Programme for forces in both nations, accreditation services for relevant programmes, and apprenticeships for police-services-related roles. Framework participants will provide these programmes through call-offs made by direct award or further competition, with technical requirements including 10% social value; a 1% management charge on income received is payable to BlueLight Commercial. The framework is intended to operate for up to eight years, with reopening planned in years three and five, although no estimated contract value is stated. Delivery is required for police forces across England and Wales, with Welsh-language legal requirements applying to Welsh-force provision. For Lots 1a, 1b and 2, the critical qualification is Degree Awarding Powers granted by the Office for Students under sections 42–46 of the Higher Education and Research Act 2017.
