Corporate Power Purchase Agreements
Kent County Council, trading as LASER, is establishing an open framework for corporate Power Purchase Agreements (PPAs) covering in-front-of-the-meter electricity procurement. The framework supports physical and virtual PPAs involving existing or new-build generation assets, different technologies, and installed capacities ranging from below 5MW to more than 50MW, for participating public-sector and other eligible organisations. Suppliers may be required to provide generation-backed electricity arrangements with specified technologies, volumes, generation profiles, contract tenors, commercial terms, risk allocation and other project features, with call-off contracts awarded either directly under compliant framework pricing scenarios or through mini-competition. No estimated framework value, contract duration or delivery region is specified in the available notice. The critical requirement for appointment is satisfying the applicable selection criteria and achieving the required minimum standards in the quality and social value assessments; suppliers must also submit compliant prices for any scenarios under which they seek direct-award eligibility. A framework fee of 0.1% of each awarded call-off contract’s estimated value is payable by the supplier.
