CotswoldsPlus Local Visitor Economy Data Platform to Include Support and Maintenance
Cotswold District Council, acting for the CotswoldsPlus Local Visitor Economy Partnership, is procuring a data platform to measure and understand performance across the regional visitor economy. The provider must create a platform that links to and ingests varied data sources, displays live and collected data clearly, supports custom reporting, and generates insights into visitor demographics, attitudes, behaviour and economic trends. It must also support regional measurement standards, help shift emphasis from visitor numbers to quality of engagement and visitor spend, and encourage visitor dispersal to reduce pressure in some destinations while growing visits in others. The platform requires permission controls for multiple partners and user groups and must be capable of commercialisation through paid access or insight paywalls. The initial contract will run for three years, with an optional two-year extension split into two 12-month periods; no estimated value or delivery locations are published. The key qualification requirement is that the provider is suitably qualified to deliver and support this multi-partner data platform.

From the official notice
CotswoldsPlus Local Visitor Economy Partnership (LVEP) seeks a suitably qualified provider to deliver a data platform that provides an excellent overview of the performance of the regional visitor economy, that helps to establish regional measurement standards for visitor economy performance, and provides deep insights into visitor demographics, attitudes and behaviour, as well as economic trends within the visitor economy. The platform will be designed to deliver on the following: 1. Switching emphasis from driving visitor numbers to driving higher quality of engagement and volume of spend. 2. Dispersal of visitors to reduce over-tourism in some LVEP destinations and growing visits in others. The requirement is for the creation of a data platform that can: • Link to and ingest data from varied sources • Display live and ingested data in user-friendly ways • Allow for custom reporting • Produce useful insights from all data • Provide an access permission structure that facilitates easy administration across multiple partners and user groups • Be commercialised (e.g. paywalls to specific insights, or paid platform access), allowing the platform to continue beyond the scope of this three-year project.
