COV - West Midlands Children's Regional Residential Care Framework
The contract establishes a regional framework for children’s residential care placements across the West Midlands, with Coventry City Council acting as lead buyer for the 14 West Midlands local authorities and trusts, their successors and successor bodies. Providers are expected to deliver regulated residential care through eligible children’s residential homes, supplying placements sourced from the independent market and providing sufficient capacity to meet statutory duties for children in care. The framework is being re-opened by lots, allowing existing providers to add lots or additional homes and new tenderers to bid for one or more lots; it may also be re-opened at least annually or more frequently where capacity is insufficient. The estimated total value is £4.946 billion, although no fixed contract duration is stated. Services will be delivered across the West Midlands, covering the specified UKG11–UKG39 regions. The critical requirement is the ability to provide children’s residential care placements through homes meeting the framework’s lot-specific qualification and regulatory requirements.
