Domestic Abuse Needs Assessment
Birmingham City Council, a local government authority, is commissioning external consultancy to carry out a comprehensive domestic abuse needs assessment for Birmingham. The supplier must produce a well-evidenced written report drawing on quantitative and qualitative data to assess prevalence, service responses, trends over the previous three years, anticipated changes over the next three years, and unmet needs among new communities. The work must cover the full continuum from prevention through support and crisis intervention, going beyond safe-accommodation duties under the Domestic Abuse Act 2021, and map commissioned and non-commissioned services and pathways across criminal justice, children’s services, health, housing and homelessness, education, adult social care, and exempt accommodation. The contract is valued at £90,000 and will run for six months from 7 December 2026. Delivery is in Birmingham, within the UKG31 region. The critical qualification is demonstrable capability to undertake robust domestic abuse needs assessment and whole-system service and pathway mapping.
