Framework for the Provision of Trailblazer Programme Support Services and Activities
The contract covers a framework for Swansea Council to commission accessible, community-based support services and activities for economically inactive residents through the Welsh Government-funded Trailblazer programme. Swansea Council is a local authority operating in public services, and the framework is divided into four lots covering physical and emotional health; education, employability and skills; creative and cultural provision; and other beneficial provision. Providers will be expected to deliver interventions such as confidence and resilience building, counselling, physical and environmental activities, learning, skills development, volunteering, arts and cultural participation, and other support that improves wellbeing, social connection and progression towards employment, training or community involvement, while linking with statutory, third-sector, health, community and employer services. The framework is scheduled to run from 19 November 2026 to 31 March 2027, with an optional extension of up to 12 months subject to funding; no estimated value is specified, and further grant funding could increase the total. Delivery is across Swansea, with no more specific sites or regions stated. The critical requirement is the ability to provide appropriate, accessible community-based provision addressing the needs and barriers of economically inactive Swansea residents within the relevant lot.
