GLA Third Party Resident Support
The contract covers Third Party Resident Support Services for the Greater London Authority’s Warm Homes Local Grant Programme, with Transport for London acting on the GLA’s behalf. The buyer is a public-sector London authority responsible for housing, energy efficiency and net-zero policy, and requires resident-centred engagement, outreach, casework and tailored assistance for vulnerable, digitally excluded and harder-to-reach households throughout retrofit assessment, installation and completion. Suppliers must also provide programme navigation, communications, referrals where appropriate, and robust reporting, performance monitoring, evaluation, risk management and service resilience to improve engagement, customer experience and completion of energy-efficiency and low-carbon heating measures. The contract value and initial duration are not published, although the authority may extend the contract by up to three further years. Delivery is divided into four geographical lots across London boroughs, including Barnet, Camden, Enfield, Haringey and Islington, with bidding permitted for one, multiple or all lots. The critical qualification requirement is participation under the Open Procedure Light Touch Regime by a suitably qualified organisation able to demonstrate the specified resident-centred delivery, local capacity, case-management, reporting and mobilisation capabilities.
