Leaseholder Building Insurance Policy
Reading Borough Council, a local authority responsible for public services and housing, is procuring a standalone third-party buildings insurance policy for leasehold residential properties where it retains the freehold, primarily homes sold through the Right to Buy scheme. The portfolio comprises 229 Right to Buy leasehold properties, 13 shared-ownership houses, one mortgaged property at St Elizabeth Close and 16 detached garages leased to Right to Buy leaseholders; Council housing stock that remains in its ownership is excluded. The insurer will provide buildings insurance cover, support compliance with lease and landlord obligations, mitigate the Council’s financial exposure as freeholder and enable premiums to be recovered through service charges where applicable. The contract is intended as a long-term insurance arrangement, with extension periods of two years plus two years subject to internal review, although the initial term and estimated value are not published. Delivery locations are not specified beyond the listed Reading Borough Council leasehold portfolio. The arrangement is a Qualifying Long-Term Agreement, requiring Section 20 consultation with affected leaseholders before award.

The property portfolio consists predominantly of flats within blocks and maisonettes where the Council retains the freehold ownership. In many cases, the lease agreement requires the Council, as Freeholder, to arrange buildings insurance on behalf of leaseholders and recover the associated premium through the service charge mechanism. Properties remaining within the Council's housing stock are covered separately and are excluded from this procurement. A detailed property schedule has been prepared and includes information such as construction type, age of property, number of storeys and tenancy/subletting details where available. The procurement is required to ensure that the Council co...
