Provision of Heathrow Expansion Banking Advisor
The Department for Transport, the UK government department responsible for transport policy and infrastructure, is seeking an experienced Banking Adviser to provide independent financial and commercial advice for the Heathrow expansion programme. The adviser will act for the Department as sponsor-side counsel on the financeability and financial deliverability of an operational third runway targeted for 2035 through a privately financed, market-led model, including debt and equity market appetite, affordability, risk allocation, investor confidence, government exposure, delivery structures, governance, commercial models, and emerging regulatory issues. The supplier must also produce a strategic financeability assessment every six months during the appointment. The contract is expected to run for three years, with an option to extend by one year, and has an estimated value of approximately £3 million excluding VAT. Delivery is centred on Heathrow Airport and the associated government-led expansion programme; no wider delivery regions are specified. The critical qualification is demonstrable relevant infrastructure finance and financial advisory experience, alongside technical capability to address the complex financing and commercial challenges of Heathrow expansion.
