Residential and Nursing Care Homes for Adults - Framework Agreement
Nottinghamshire County Council, the local authority responsible for public services in Nottinghamshire, is establishing a multi-provider framework for residential and nursing care home services for adults. Providers will support people whose primary needs include learning disabilities, autism, mental health needs, physical disabilities, brain injuries and sensory impairments, with placements covering standard care, short breaks, emergency and forensic provision, and exceptional or highly specialist arrangements. The framework may also be used for 16- and 17-year-olds where the home meets all applicable registration, policy and regulatory requirements, including Care Quality Commission and/or Ofsted requirements; provision for older adults is expected only exceptionally. Most placements will be in Nottinghamshire’s seven districts, although placements elsewhere may be commissioned when necessary. The framework is planned for an initial six years, with options for two further 24-month extensions, giving a maximum duration of 10 years; no contract value is specified and appointment guarantees no placement volume or expenditure. The critical qualification is that each relevant care home must satisfy all applicable regulatory and registration requirements.

From the official notice
Nottinghamshire County Council is procuring a Framework Agreement for the provision of residential and/or nursing care home services for adults. The Council intends to appoint multiple successful bidders as Providers under the Framework. The Framework will support individuals whose primary support needs include learning disabilities, autism, mental health needs, physical disabilities, brain injuries and sensory impairments. The Council may also use the Framework to commission provision for young people aged 16 or 17, provided that the relevant home satisfies all applicable registration, policy and regulatory requirements, including those of the Care Quality Commission and/or Ofsted. For older adults, typically those aged 65 and over, the Council will ordinarily commission residential provision through alternative contracts that the Council has developed specifically for residential care for older adults. It is anticipated that this Framework will only be used for people aged 65 years and over in exceptional circumstances where suitable provision cannot be identified via the alternative contracts. Most placements are expected to be within the seven districts of Nottinghamshire. However, the Council may commission placements outside of Nottinghamshire where required. Bidders are advised tha...
