Schools Energy Pathfinder 2025 - Biomass Programme - Biomass Package - Bundle 6 (DDLETB)
The contract covers the design-related supply, delivery, installation and commissioning of modular, off-site constructed containerised biomass cabins, including plantrooms and associated equipment, for six schools in County Dublin. The buyer is Dublin and Dun Laoghaire Education and Training Board, a public education and training body responsible for schools and further education services. The successful contractor must deliver the biomass heating infrastructure and enter into two contracts: a public works contract for installation and commissioning, and a 15-year local energy supply contract for supplying and delivering wood pellets, selling heat, and fully operating, maintaining, repairing and replacing the biomass cabin equipment. The estimated contract value is £5,450,000, with the fuel and heat-supply services continuing for 15 years. All work and ongoing services will be provided at six school sites in County Dublin, within the IE and IE0 delivery regions. The critical requirement is that bidders must be suitably qualified contractors able to undertake the complete works, fuel-supply, heat-sale and long-term operation and maintenance scope.

Invitation to Tenders is sought from suitably qualified Contractors to undertake the complete Project Scope comprising of supply, delivery, installation and commissioning of modular off-site constructed containerised biomass cabins and the subsequent supply and delivery of fuel to each school for a period of 15 years. The successful Contractor will be required to enter into two separate contracts covering the works element (Contract A) and the supply of fuel element (Contract B) as follows: a. Contract A: Public Works Contract (PWC) relating to the supply, delivery, installation and commissioning of modular off-site constructed containerised biomass cabins including plantroom and equipment to each school within this Bundle. b. Contract B: Local Energy Supply Contract (LESC) relating to the supply and delivery of fuel (wood pellets) and sale of heat, including full operation, maintenance, repair and replacement of biomass cabin equipment to each school within this Bundle for a period of 15 years.
