Senedd Business Management System
The contract covers the supply, implementation and ongoing support of a fully bilingual Welsh- and English-language Senedd business management system for Senedd Cymru / Welsh Parliament, the legislature and democratic institution of Wales. The system must support functions including Meeting Management, Senedd Member Management, Issue Management and management of Cross-Party Groups, while providing service continuity, adaptability, interoperability, data portability and long-term maintainability. The Commission’s preferred direction is Software as a Service, although alternative delivery models may be proposed where the solution is established, supportable and demonstrably capable; wholly new development is not intended, and suppliers must minimise bespoke work through reuse of existing functionality. The estimated contract value is £1,000,000, with an initial five-year term from Go Live and an option to extend for up to a further five years. Delivery is in the UKL22 region of the United Kingdom. The most critical qualification is demonstrable successful delivery and operation of comparable solutions in parliamentary, legislative, democratic, governance or similarly complex and regulated environments, supported by a credible implementation and migration approach.
