The Provision of an Advice and Inclusion Service to Cheltenham Borough Council - 2026
The contract covers an advice and inclusion service for Cheltenham Borough Council, a local authority responsible for housing and homelessness services in Cheltenham. The service will support the Council’s Housing, Homelessness and Rough Sleeping Strategy 2023–28 by preventing homelessness, protecting tenants’ rights, challenging failures by private and social landlords, and helping residents manage existing debt and avoid future unmanageable debt. Key duties include advising and assisting individuals in their homes, considering the rights and responsibilities introduced by the Renters’ Rights Act 2025, referring landlord breaches to the Council’s Private Sector Housing Service with tenant consent, or engaging directly with landlords to secure corrective action where consent is not provided. The estimated contract value is £1,520,000, although the contract duration is not stated in the available information. Delivery is expected in Cheltenham, within the UKK13 region. The critical requirement is the ability to provide specialist housing, homelessness, tenancy-rights and debt-related advice, including effective action on landlord non-compliance.

From the official notice
The Advice and Inclusion service plays a key role in supporting CBC’s Housing, Homelessness & Rough Sleeping Strategy 2023-28. It has a focus on preventing homelessness, both directly, through protecting the rights of individuals in their homes and challenging actions by private and social housing landlords, and indirectly, through its emphasis on helping people to manage their debt and on preventing future unmanageable debt from arising. This service will also take account of the new rights and responsibilities for tenants and landlords in the Renters’ Rights Act 2025. Where a landlord is found to be failing it its responsibilities to their tenant, the supplier will refer these to CBC’s Private Sector Housing Service (subject to the tenant’s consent) for action to be taken against that landlord. In the absence of the tenant’s consent to refer to CBC, then the supplier will engage directly with the landlord highlighting the breaches with a view to these being put right
