C120/2026/2027 - Process evaluation of the Disabled People’s Rights Plan
The contract covers an independent process evaluation of the Welsh Government’s Disabled People’s Rights Plan, together with baselining work to support a future impact evaluation. Welsh Government, the devolved public administration responsible for policy and services in Wales, launched the Plan in December 2025 as a 10-year, cross-government framework addressing barriers and discrimination experienced by disabled people. The supplier will assess how the Plan is being implemented, identify improvements for future delivery, and establish baseline evidence on whether its actions are affecting the lives of disabled people in Wales, including the first 67 short-term actions planned through the end of 2027. The estimated contract value is £200,000, although no overall contract duration is specified; the work will be delivered across Wales, within the UKL region. The key qualification requirement is not stated in the available tender information, so bidders must rely on the procurement documents for any mandatory eligibility, certification, or experience requirements.
