External Reporting Line
The contract covers an independently operated external reporting line for London Fire Brigade staff to raise concerns about misconduct, including discrimination, bullying and harassment. The buyer is the London Fire Commissioner, the governing authority responsible for London Fire Brigade’s fire and rescue services. The provider will receive and report complaints that concern allegations against Professional Standards Unit staff, directors or members of the senior leadership team, cases involving a perceived conflict of interest, and especially sensitive or complex matters involving multiple complainants, respondents or witnesses that the Professional Standards Unit cannot handle because of capacity. The Professional Standards Unit will continue to manage routine misconduct complaints as part of business as usual, so the external service is an additional, independent route for specified cases. No contract value, duration, delivery location or specific certification requirement is stated in the available information.

From the official notice
The London Fire Brigade are seeking an external reporting line, operated by an independent third -party provider, to provide staff with an additional route for reporting concerns relating to misconduct i.e. discrimination, bullying and harassment. The caveat to this is that the Professional Standards Unit (PSU) will continue to respond to complaints of misconduct i.e. discrimination, bullying and harassment, as business as usual – with the external reporting line service, being commissioned to report complaints of misconduct that relate to allegations against staff who work in the PSU; Directors and LFB Senior Leadership team members; where there is a perceived conflict of interest, or where the nature of the allegation is especially sensitive or complex i.e. includes various complainants/respondents/witnesses, and cannot be completed by the PSU on the grounds of capacity.
