Printer Paper, Envelopes & Associated Products Framework
Liverpool City Council is procuring a framework for suppliers to provide printer paper, envelopes and associated paper products supporting the Council’s internal Printroom service. Suppliers must provide the full range of items specified in the core product list, with additional products offered where available, and must meet delivery requirements of 48 hours, or shorter periods when required and achievable through price-ranked requests. The framework will support call-offs by direct award or mini-competition, with suppliers appointed using a 50% quality and 50% price evaluation; no estimated contract value, duration or delivery regions have been published. For the envelope requirement, the critical qualification is Royal Mail approval as an envelope manufacturer, including completion of Royal Mail’s quality assurance process for machinable envelopes, compliance with optical character recognition design requirements, and provision of proof PDFs for approved artwork. Envelope orders must be delivered within two weeks of artwork sign-off.
