Provision of Single Homelessness Prevention Service (Rochdale)
Rochdale Borough Council is commissioning a Single Homelessness Prevention Service for people at risk of homelessness, repeat homelessness or rough sleeping in the Rochdale borough. The Council, a local government authority, requires a prevention-focused service that intervenes early through proactive engagement, structured support plans, crisis intervention, tenancy sustainment work and specialist outreach for people who are harder to reach. The service must address immediate housing risks alongside underlying issues such as financial insecurity, substance use, offending histories and previous rough sleeping, helping individuals achieve longer-term accommodation stability. Delivery will use neighbourhood hubs and outreach across the Rochdale, Heywood and Pennine townships. The contract runs from 1 January 2027 to 31 March 2029, with potential extensions of up to 24 months in aggregate; no estimated value is published. The critical qualification is a proven track record of successfully engaging people experiencing multiple disadvantage or marginalisation in the Borough of Rochdale.

Local data highlights both the scale of the demand and the complexity of need, with a significant proportion of individuals experiencing challenges related to financial resilience, substance use, offending histories, and previous rough sleeping.
