Transit Payment Service Providers (TPSP), Closed Loop cEMV Token Providers, and Handheld Revenue Inspection Devices, for public transport services
The framework covers the provision of Transit Payment Service Provider services, closed-loop contactless EMV (cEMV) token services, and handheld revenue inspection devices for public transport services. The buyer, South West Smart Applications Limited, trades as Smart Applications Management Limited and operates as a membership-based central purchasing body running the National Mobilities Procurement Hub for its members. Suppliers may provide one or more lots: TPSP services must integrate with an existing account-based ticketing solution to process contactless taps, protect card data, support fare calculation, debt recovery and settlement; token services must issue and manage physical and mobile-wallet cEMV media; and inspection devices must check 2D barcodes, contactless EMV and ITSO smart cards and integrate with relevant back-office systems. The estimated total framework value is £60 million, with the procurement timeframe not otherwise specified in the available details. Delivery is across the United Kingdom, including Guernsey, the Isle of Man and Jersey. The critical qualification requirement is the ability to deliver the technical integration and secure processing or inspection capabilities required for the selected lot, including interoperability with account-based ticketing and associated back-office systems.
