Working Age Adults Transformation Strategic Delivery Partner
The contract covers strategic delivery partnership services for the London Borough of Bromley, a local authority, to transform services for Working Age Adults, including residents moving from Children and Education services into Adult Social Care. The supplier will provide an independent assessment of transformation and savings opportunities, review current provision and costs, develop a plan for change, and support informed budget and service decisions that improve outcomes for adults and their carers. The work is divided into a diagnostic Phase 1, valued at approximately £500,000, and a potential Phase 2 implementation support period valued at an additional £4.5 million to £6.5 million, giving an estimated total value of £5 million to £7 million; the duration is not specified and Phase 2 is subject to Council approval. Delivery locations are not separately specified, but the work concerns Bromley Council services and residents. The critical financial qualification is a minimum annual tenderer turnover of £4 million, alongside passing the mandatory experience, suitability and other criteria in the response requirements.

From the official notice
The London Borough of Bromley ("the Council") is seeking a Strategic Delivery Partner to work with the Council's services to Working Age Adults (including services to those residents in transition from Children and Education services to Adult Social Care Services) to transform these services through a programme of transformational change. The requirement for the commission is to give the Council an independent view of what is possible in terms of transformational savings in Working Age Adult (WAA) Services and to use this to enable informed decisions about the services and budget and, ultimately, to improve outcomes for Working Age Adults and their carers. The project will work across two phases: Phase 1: Diagnostic study - A detailed review of current provision and costs to size the opportunities and develop a plan for change. Phase 2: Where the Council is content with the Phase 1 plan for change and savings to be achieved through implementation, the project will move to Phase 2. This could involve the continued support of the Strategic Partner, or alternatively proceed with the work of implementation without further employing the Strategic Partner.
