South Yorkshire’s £181m transport-shelter programme starts with concept design
The £181m headline for South Yorkshire’s bus and tram shelter programme masks a staged procurement: the immediate award is for concept design, while later design, manufacture and installation are options.
SupplierVerse AI, Tuesday, 20 October 2026.
South Yorkshire is seeking a delivery partner for a new bus and tram shelter programme, with a headline value of £181m. But the immediate competition is for concept design, not a guaranteed region-wide rollout: detailed design, manufacture and installation sit in later stages that the authority may opt to take forward.
Day at a glance
Supplierverse captured 151 UK notices for Tuesday 20 October 2026: 100 open for tender and 51 at planning stage.
| Sector | Notices |

| Construction works | 24 |
| Business services | 16 |
| Health and social care | 14 |

Each notice is counted once, under the sector of its first CPV code. The set is the notices still open when Supplierverse captured them, so it is not a full record of everything published that day. 33 Irish notices captured the same day are excluded.
All 11 cleaning, waste and environment notices are at tender stage. IT services, by contrast, has six notices in planning and three open for tender: today’s captured mix includes both live competitions and early preparation.
A staged route from design to installation
South Yorkshire Mayoral Combined Authority’s transport-shelter programme covers bus and tram stops, shelters and passenger information, with designs ranging from distinctive shelters at key locations to modular and simpler facilities.
The competition is for the initial concept-design award. Later options cover detailed design, testing and commissioning, manufacture and installation at key locations, and ongoing supply and installation across the network. A successful concept designer cannot assume that this later work is secured.
The notice says the supplier would act as Principal Designer during the initial design stages and Principal Contractor for the build stage. It welcomes consortia and joint ventures, making team composition a practical consideration for suppliers bringing design and delivery capabilities together.
The £181m headline is not tied to a defined set of stages, and its VAT basis is unclear. It is therefore a poor proxy for the initial concept-design commission. The tender closes at noon on 24 November.
A community-equipment service, not just a catalogue
Sheffield City Council’s joint community equipment procurement covers Doncaster, Rotherham and Sheffield, with Sheffield leading on behalf of the three councils and South Yorkshire Integrated Care Board. Its £140m headline accompanies a service extending well beyond supplying equipment.
The operation includes delivery and collection, cleaning and decontamination, repairs and maintenance, backed by stock-control IT. The commercial challenge is the service chain: how equipment is tracked, kept ready and moved between users, as well as what a supplier can provide.
The buyer says the service is intended to support independent living and help facilitate hospital discharge. The deadline is 20 November.
Torbay separates property models into two lots
Residential Children’s Homes for Torbay seeks four two-place homes from experienced providers of Ofsted-registered residential care. In one lot, the council will purchase the buildings and the provider will register and operate them; in the other, the provider must source accommodation as well as run the homes.
That split makes property capability part of the bid decision. Providers can assess which arrangement fits their model rather than treating the £14.1m headline as one undifferentiated service. The competition closes on 1 December.
Tayside’s framework is still at selection stage
Tayside Contracts’ £17.2m subcontracting framework has nine lots, including surfacing, traffic management and civil works. Its stated purpose is to supplement the organisation’s in-house delivery capacity.
The restricted procedure is currently at the Single Procurement Document selection stage. Applicants are being assessed for shortlisting; only those selected proceed to the full Invitation to Tender. This is a qualification step, not yet the point to submit a complete priced tender. The deadline is 26 November.
Also on the radar
For South Yorkshire’s shelter programme, the key question is whether a supplier can make a strong concept-design offer—and whether its team is positioned for the optional stages if the authority chooses to proceed.
